Good Afternoon Thomas,
I write in relation to an Official Information Act request you recently
made to Police through the website FYI.org.nz. You asked for “a copy of
all manuals, SOP's, and policies related to the CARD system used in the
communication centres.” As this question currently stands it would likely
be declined under s18(f) of the Act, as making the information available
would require substantial collation and research. CARD is the whole
operating system that is loaded on to computers used by Communication
Centres; it includes numerous applications. Police hold manuals, SOPs and
policies for a range of different functions across these applications.
If you could please provide me direction on any applications that you are
interested or not interested in this would help to limit the scope of your
request, making it more likely that we would release the information and
ensuring that you are able to locate the information sought. Similarly
some guidance on the types of information you want/do not want would be
helpful. To enable this, I have listed the applications and a brief
description of what they do, as well as some broad categories of
information types. Your assistance in indicating whether you want it
included/not included in the response is appreciated.

On May 29, 2020, I was informed that I would receive a response to this request 'next week'.
It has now been a further two weeks since your self-imposed 'next week' timeframe.
I will be making a complaint to the Ombudsman given that this request was originally due months ago. On 9 March, 2020, I was also told to expect a response within 5 - 7 days. I am disappointed in the continual delays in responses to OIA requests made to the Police.
