Who names the qualifications?

Response to this request is long overdue. By law New Zealand Qualifications Authority should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Thanks for the email Gold.
 
One of you questions is easy to respond to and will, based on my
understand of what Mark has shared with me, will provide you with useful
information.  Your other question and those of your colleagues talks about
NZQA accrediating course, which we do not do.  Rather than respond in an
unhelpful manner I have requested the staff working in the area that you
are interested in to provide me with some information that I will send to
all four of you.
 
I have actually received the info last night, but will need to tidy it up
and make it "more user friendly" before I can send it to you.  I hope to
get it out to you before the end of the day.  Worse case scenario tomorrow
morning.
 
One of the challenges about seeking information through the OIA Act is
knowing exactly what to ask for.  The biggest problems we have in
responding is that people asking for information are not aware of the
volume or manner in which information is stored, and therefore the amount
of work required to exact everything that has been asked for.  Very often
a small refinement in the wording can make a big difference to the outcome
for both parties.

PS One thing that you guys may want to consider, after you have received
the information promised, is whether you really need a copy of all papers
relating to your question, or whether a summary of the decision making
process and actual decisions would achieve exactly the same outcome, with
less work for everybody (e.g. less transportation of boxes from archives,
collation, photocopying, checking, and of more importance to you, more
concise and useful information for you to use.
 
I guess the other benefit to you is that with any very large request
there is also a risk that it may be refused if the required workload would
impact the operation of the business.  While this is a potential risk, we
need to clarify the request before we can scope the volume of work, so we
are certainly not at a point where we can make any determination.
