Dear Fraser,
I acknowledge receipt of your official information request dated 21 July 2020 for information pertaining to the potential charges for managed isolation.
We received your request on 21 July. We will endeavour to respond to your request as soon as possible and in any event not later than 18 August 2020, being 20 working days after the day your request was received. If we are unable to respond to your request by then, we will notify you of an extension to that timeframe.
In regards to point 5, Minister Woods does not have delegated responsibilities for the ongoing management of the border, that would fall to a different Minister. We are happy to respond to your request for advice that was sent to this office on "how the border can be managed until such a point that there is a vaccine or effective treatment for Covid-19" as we have been sent advice on that. However, we would be providing you with a partial picture of that information. If you would like all advice on how the border can be managed until such a point that there is a vaccine or effective treatment for Covid-19, we can seek to transfer that part of your request.
Please let me know how you would like to proceed by close of business 24 July 2020.
If you do not come back to come back to me by then, I will proceed with your request as it stands.
Kind regards,
Amy Harrison

From: Amy Harrison
Dear Fraser,
Further to your OIA request of 21 July, after some initial scoping of your
request, we would like to ask you to further clarify part one of your
request for;
1. correspondence within and between the relevant Ministries and to/from
your office regarding charging for mandatory isolation
The Minister’s office cannot supply any correspondence “within and
between” the relevant Ministries as this is not information we would hold.
The relevant Ministries here would be MBIE and potentially the All of
Government team involved in this response.
The initial scoping of this request includes hundreds of emails from
members of the public to the Minister about charging, or not charging, for
managed isolation. If your request were to include these emails, the
office would potentially have to decline your request on the basis of
substantial collation and that the consultations necessary to answer your
request would interfere with the day to day work of the organisation.
Perhaps you could limit your request to correspondence to or from the
relevant Ministries and the office regarding charging for mandatory/
managed isolation.
Thank you for your assistance.
Kind regards,
Amy Harrison

Thank you for your request for official information. Please note that the
request, as it is currently worded, is for a very large volume of
information and may be refused under section 18(f) of the Official
Information Act 1982, because the information requested cannot be made
available without substantial collation or research.
Please consider narrowing the scope of your request by identifying a
specific time frame.
Please note any clarification or amendment of a request is considered to
be a new request for the purpose of calculating the maximum statutory
timeframe for response—see section 15(1AA) of the Official Information
Act.
I look forward to your advice clarifying the OIA request

Dear Catherine
Thank you for your reply and request for clarification.
I am seeking to understand what advice has been given to the Minister on the long term management of New Zealand's border. To clarify the request:
Advice sent to the Office of Minister of Health since Jun 15 on the various options to manage the border, including options for reopening or partial reopening until such a point that there is a vaccine or effective treatment for COVID-19.

Dear Fraser
I refer to your official information request dated 21 July for information
relating to charging for managed isolation and quarantine.
The OIA requires that we advise you or our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 13 October 2020.
This extension is necessary because consultations necessary to make a
decision on your request are such that a proper response cannot reasonably
be made within the original time limit. Your request necessitates a search
through a large quantity of information and meeting the original time
limit would unreasonably interfere with our operations.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or freephone 0800 802 602.
If you wish to discuss any aspect of your request with us, including this
decision, please feel free to contact me.
Kind regards,
Amy Harrison
