In 2017 HCC committed budget to upgrading many of its 14 signalised intersections to include Advance Stop Boxes (ASB's) - see for example: http://iportal.huttcity.govt.nz/Record?Q...
It was noted by Council Officers that upgrading of the loop detectors was a significant cost and was being carried out - for example at the junction of Cornwall Street and Waterloo Road. I have raised requests with Council Officers repeatedly about progress since 2017, and have never received complete information about progress. I believe several junctions went through the expensive process of signals upgrading without ever being marked for use.
I am therefore trying to ascertain the costs, and dates of installations and the current progress. With that in mind I have the following questions:
1. At what locations in HCC have the signalised junctions had upgraded cyclist loop detectors and signals fitted?
2. At each of these locations, what was the date of installation and the cost of works including hardware?
3. At each of these locations, when (if ever) have Advance Stop Boxes been marked and painted in accordance with NZTA MOTSAM and what was the cost of works.
4. What is the current plan and schedule for implementing ASB's on the HCC 14 signalised junctions
5. Finally in relation to the Cornwall Street / Waterloo Road and Cornwall Street / Kings Crescent junctions in particular: a) How many times have the junctions been repainted / resurfaced since the new cyclist loop detectors fitted? b) What was the cost of these remarking and resurfacing operations? and c) What would have the cost-savings have been if the ASB markings had been carried out at the same time?
This has been raised directly with HCC officers for some years now; maybe a OIA will allow the issue to be explored? I look forward to the cost and information.

Question 4: (What is the current plan and schedule for implementing ASB's
on the HCC 14 signalised junctions)
We are currently looking into the use of overhead detection as opposed to
in ground loops. Once this has been costed and evaluated we will be able
to commit to a programme to provide ASB’s for the remaining 8
intersections and brining the others up to spec.
Question 5: (Finally in relation to the Cornwall Street / Waterloo Road
and Cornwall Street / Kings Crescent junctions in particular:
a) How many times have the junctions been repainted / resurfaced since the
new cyclist loop detectors fitted?
b) What was the cost of these remarking and resurfacing operations? and
c) What would have the cost-savings have been if the ASB markings had been
carried out at the same time?)

o Has not been resurfaced in the past 5 years but was part of the
Wellington Water – Waterloo Well Field Collector Main Upgrade

$1,020 each)
o Cost saving would be a portion of the TTM Cost. Stand alone as an

What is the current plan and schedule for implementing ASB's on the HCC 14 signalised junctions?
By your own records in *2017* significant ratepayer funds have been spent to put in the detector loops that cannot be used because HCC has failed to spend the < $1000 per site to mark in paint. This has been a three year waste of funds to the amount of $22,182.80:
Cornwall / Waterloo: junction -: $8,846.40
Cornwall / Kings:junction - $13,336.40
Your response does not answer when you will *complete* the installation with the trivial addition of marking the boxes. My request was to answer the question about your schedule for completion of each junction. This has been regularly requested at the HCC 'Walk and Cycle the Hutt' advisory group, the 'Walking and cycling' reference group, and by Hutt Cycle Network meetings with Council Officers over the last three years! It is crazy that an OIA is necessary to get this information.
Could you kindly respond to question 4 and identify the schedule for completion for each junction?

Dear Mr Badcock,
It is intended that the cycle boxes at both Cornwall / Kings and Cornwall / Waterloo will be painted within the next 2 months.
We are undertaking a trial of overhead 'FLIR' technology in the coming months at the intersection of Laings/Queens, and if successful will look to roll out this technology over the remaining 'T' and 'X' intersections at a rate of 2 intersections per financial year.
The exact locations are yet to be confirmed as we are in the process of evaluating the current 'core' capacity at our signalised intersections. (for overhead or loop detection to work efficiently, there must be sufficient 'core' availability).
Once this has been established, we will be able to confirm the timings for each signalised intersection in relation to advanced stop boxes.
At present the first 4 intersections (subject to 'core' availability) should be;
* Queens / Margaret / Bunny
* Margaret / High
* Whites Line / Waiwhetu / Bell
* Whites Line / Cambridge / Leighton
