Dear Hutt City Council,

I am interested in knowing more about Hutt City Council planning around cycleways, in particular strategic planning for commuter routes around Lower Hutt and connecting these through to Wellington.

Searching your website and elsewhere reveals only the now out-of-date "Walk and Cycle the Hutt 2014-2019" document (http://iportal.huttcity.govt.nz/Record/R...), plus some information on the recreation-focused Taita-Seaview cycleway. There is also some online documentation about the Wellington to Hutt Valley cycleway or W2HV (https://www.nzta.govt.nz/assets/projects...), recently announced as being funded by central government as a "shovel ready" project.

Can you please supply any current HCC planning and strategy documents, such as they exist, around development or improvement of the commuter cycleway infrastructure in the Hutt Valley?

I'm especially interested in HCC planning for feeder cycleways to connect with the W2HV (such as cross-valley routes or connecting to the riverside trail network), as well as modelling of routes, data gathered on commuter cycle use to and from the Valley, efficacy of the existing network of shared pathways, etc.

Dear Michael Brown,

Request for Information – Local Government Official Information and
Meetings Act 1987

We refer to your official information request dated 15 September for
information regarding commuter cycleway planning and strategy.

Part of the information you have requested can be found below. However,
our Senior Project Engineer, Simon Cager, who would be able to give you a
better response with more context, is on sick leave until the end of
October. Once he has returned, he will be able to answer your request in
more detail.

•                  Although the [2]Walk and Cycle the Hutt 2014-2019
document is outside the specified date range, the content is still largely
relevant and is not considered out of date.

•                  HCC has three major cycleway projects, the Wainuiomata
Hill Shared Path is complete, the Beltway is under construction and the
Eastern Bays Shared Path is in the consenting phase. The Eastern Bays
Shared Path was successful in gaining a government grant from the economic
stimulus package (shovel ready) introduced after the Covid 19 level 4
lockdown. We expect construction to commence mid-2021.

•                  NZTA have a cycleway project from Ngauranga to Melling
with the Petone to Melling section under construction and the Ngauranga to
Petone section in the consenting phase.

•                  HCC are very aware of the need to connect and activate
the cycleway network being framed by the three major projects and work is
underway to develop programs of work to achieve this objective. Simon is
best placed to provide the detail around this work.

•                  All transport related projects being considered in the
Hutt have an active mode component. These include the RiverLink and Cross
Valley Transport Connections projects where public transport and active
modes are a major consideration in the development of options.

Apologies that this may not be a satisfactory answer in the meantime,
however Mr Cager will be able to respond to you and supply any current HCC
planning and strategy documents, such as they exist, around development or
improvement of the commuter cycleway infrastructure in the Hutt Valley
upon his return.

Thanks for your reply. I appreciate the summary of work currently underway and the intent behind it. I would encourage HCC to consider drafting an updated Walk and Cycle the Hutt strategic statement incorporating current data and strategic contexts, such as the Climate Emergency declared by HCC in 2019.

I await further details from Mr Cager and will keep this OIA request open until then.

information regarding commuter cycleway planning and strategy.

 

Apologies for the delay, Mr Cager was delayed in his return to work and
then had a large amount of work to catch up on as I’m sure you will
understand.

 

The only aspect Mr Cager had to add to what was already supplied was the
work we have been undertaking on planning for network development and
connectivity.

 

We have recently completed a draft business case on Cycling and
Micromobility which is with Waka Kotahi (NZTA) for endorsement (please see
attached). This includes programmes for short, medium and long term
development and eventually will also need to be consulted on and approved
via Council. This business case was inputted into via a number of
stakeholders including cycling advocates in its development.

 

It includes many linkages that you referred to within your original email.

 

We must stress that this is only a draft document and it is not approved
by either Council or Waka Kotahi currently. It will be subject to
amendments and its affordability given COVID-19. We ask that you do not
circulate without this caveat.

 

Hopefully this provides a satisfactory answer.

Dear Euan,

Thanks for this draft SSBC. It has a good level of detail and is quite illuminating about the Council's thinking over the cycleway network. I look forward to the final version.

I may as well take the opportunity to give a couple of pieces of feedback:

1. It may be worth more explicitly noting the benefits of cycling to lowering HV's carbon footprint. In Jorn Scherzer's recent report on carbon neutrality to the Policy and Regulatory Committee (http://infocouncil.huttcity.govt.nz/Open...), there is a chart with 2012-13 data showing that the greatest share of the Hutt Valley's carbon emissions (47%) are from transport, most of which I expect would be cars. Shifting car trips to bike trips would help lower carbon emissions.

2. I was surprised that there is not more consideration of how the HV cycle network will integrate with Te Ara Tupua to best leverage the massive investment in this HV-WGTN commuter route. I think the report downplays the potential to increase HV-WGTN cycle commuting. Although 62% of HV residents may work in the Valley (p.12), the number of residents who commute to Wellington is also very high and I think this should really be noted in the 'take aways' below the table.
