In response to the OIA transferral (as attached).
The water supply manager (Gary O’Meara) has asked me to respond on behalf
of Capacity Infrastructure Services Ltd. We manage the water reticulation
for WCC, HCC, UHCC and PCC within the Wellington Region.
We do not add any fluoride related chemicals to the water. In the
Wellington Region the bulk water supplier Greater Wellington Regional
Council adds fluoride related chemicals to the potable water. We would
suggest, if you have not already, you contact them.

Good morning Mr Strype
In response to your Official Information Request directed to the Ministry
of Health I have the following information to provide:
The Thames Coromandel District Council has eleven (11) registered water
supplies, the largest being in Thames. Thames is the only water supply on
the Coromandel Peninsula dosed with fluoride. The form of fluoride dosed
is Hydrofluorosilicic acid (HFA, chemical compound H2SF6). The product is
injected at a Ministry of Health recommended rate of 0.7mg per litre (0.7
parts per million) into the post clarified and filtered water at the
Thames Water Treatment Plant. The injection process is closely monitored
and alarmed electronically.
The local distributer of the product is Ballance. They control the QA of
the product and our supplier Orica Chemnet collects from their site. I
believe the product is locally produced on the North Island.

Thank you for your request regarding the water fluoridation chemical
source and chemical content.
Palmerston North City Council is currently using Fluorosilicic acid (FSA),
known as hydrofluorosilicic/hydrofluosilicic acid (HFA) for water
fluoridation.
Orica Chemicals is our supplier. The detailed chemical contents of the
HFA can be found in the attached analytical report.

Of particular interest was the results of an independent test of the "composite sampling of Orica’s hydrofluorosilicic acid", provided to the Palmerston North City Council:

This seems to confirm that the fluoride supplies used in fluoridation schemes contain measuable quantities of substances like Antimony, Arsenic, Barium, Cadmium, Chromium, Copper, Lead, Manganese, Mercury, Molybdenum, Nickel, Selenium. Of these, arsenic, cadmium, lead, and mercury, are all known to be highly dangerous, and bioaccumulative (they build up in the body over time and can't be eliminated).

The response from the Thames Coromandel District Council mentioned that the fluoride they use is supplied by Ballance, a fertilizer manufacturing company. This confirms that the chemicals used in at least some water fluoridation schemes are sourced from industrial byproducts, not from the same source as the natural fluorides found in some drinking water supplies.

I'd like to thank the Ministry of Health for pro-actively passing on my enquiry to the various local bodies who have water fluoridation schemes. I'd also like to thank all the local government staff who have responded to the questions I asked.
There is plenty of information here about the chemicals used in water fluoridation in Aotearoa, and some of the companies which supply it, but plenty more questions to be asked by anyone who is keen to follow up with more OIA requests.
