Thank you very much for providing me with the partial information, but refusing the Gender classifications with the reason of data being not available is not very plausible. Gender is definitely a part of PSO forms and it doesn't make any sense that Gender part was not loaded into police system. Furthermore there are dozens of reports published by NZ Police itself where Gender classification of PSOs have been mentioned, so this Gender classification of PSO's is in fact available.

Hence to let you know politely, I will be making a complaint to the Ombudsmen and will appreciate if you can please confirm the data has been refused because
"Police information system doesn't store the gender part of PSO's"
or
"Its too complicated to get this information from the system"

Police have asserted that they don't hold the information you have requested. This seems unlikely, given they must certainly know whom these PSOs have been issued against, and they likely also hold information on those people's genders.
If collating this information would be too much work, then Police may be justified in refusing your request under section 18(f) of the OIA (https://www.legislation.govt.nz/act/publ...) but their current justification for refusing your request seems unlikely to be justified. I recommend you consider laying a complaint with the Ombudsman.
Having to collate information doesn't mean it isn't held by an agency. The Ombudsman's guideline on section 18(g) of the OIA is quite clear on this point:
"there is no obligation to create information in order to respond to a request. However, there is an obligation to collate information that is already held."
