Removal of investigation into alternative cycle route between Queenstown and Hillsborough Road from RLTP

I am writing to ask why the 3 million dollars put aside in the 2018 RLTP for investigating missing cycle links between Hillsborough and Queenstown road has vanished from this year's iteration without any reason.
This was in appendix 2, under te NZTA investment program heading.
