Dear Ministry of Health
I'm writing to follow up on my request of 14 July which received a response form your agency on 26 August.
Your response letter noted that item three of my request (a copy of the Manatū Hauora COVID-19 Resurgence Plan) was being withheld under 18(d) as the "information requested will soon be made publicly available."
The Plan doesn't appear to have been published yet, and I'd like to ask for an estimate on when this will occur. Ombudsman's guidance:
https://www.ombudsman.parliament.nz/site...
states that "As a general rule of thumb, release more than 8 weeks after the refusal is unlikely to be considered ‘soon’" for the purposes of 18(d) refusals. In this case, 8 weeks would be Thursday 21 October. Will the Plan be published by this date?
Yours sincerely,
Harold
From: OIA Requests
Kia ora Harold,
On 26 August 2021, the Ministry of Health (the Ministry) sent you a
response regarding your request for information, ref: H202108520. In this
response, we advised you that the “Manatû Hauora COVID-19 Resurgence Plan”
would soon be proactively released on the Ministry’s website. Whilst the
Ministry had every intention of following through with the proactive
release, while there is an ongoing response to outbreak this is no longer
able to go ahead. Therefore, we would like to amend our response to your
request, and provide you with the “Manatû Hauora COVID-19 Resurgence Plan”
attached to this email.
Please note, the Ministry’s COVID-19 Resurgence Plan is constantly
changing in order to keep up to date with the latest science and public
health advice. What is stated in this version of the resurgence plan may
not be the most current response advice.
We apologise for any inconvenience caused.

Dear Ministry of Health,
There appears to have been a mix up. The COVID-19 Health and Disability System Response Plan is not the same as the COVID-19 Health and Disability Sector Resurgence Planning Tool.
Can you please process and release to me a copy of the latter? I would appreciate if this were treated with urgency - your response was overdue as it is.
