Local Government Official Information and Meetings Act request – FENZ
flooding review

 

1.      We write to acknowledge your request for information dated 27
August 2021 regarding FENZ flooding review.

 

2.      Council received your request on 27 August 2021, as follows:

 

FENZ recently completed a review of the actions taken by local councils
and civil defence teams responding to the flooding event that hit Napier
in November 2020. It is presummed that this was at the request of NCC.

Under the provisions of the LGOIA I request a copy of this report.

3.      This is being treated as an Official Information request, and as
such, Council must meet certain criteria on how and when we respond to
you, set out in the Local Government Official Information and Meetings Act
1987.

 

4.      Your request has been provided to the relevant officers for follow
up. You will be advised of Council’s decision as soon as is reasonably
possible, and no later than 20 working days from the date we received your
request, unless we have agreed an extension to that time frame with you
before the due date.

 

5.      Council draws your attention to the Chief Ombudsman’s statement
dated 19 August 2021 on official information response times during the
current COVID-19 nationwide lockdown:

1.     Further to your request for information dated 27 August 2021
regarding FENZ flooding review, we are now able to provide you with Napier
City Council’s response.

 

2.     You requested:

 

FENZ recently completed a review of the actions taken by local councils
and civil defence teams responding to the flooding event that hit Napier
in November 2020. It is presummed that this was at the request of NCC.
Under the provisions of the LGOIA I request a copy of this report.

3.     Response:

 

Council is pleased to provide the attached Napier Rainfall Event November
2020 – Hazard Report, commissioned by Civil Defence at Hawke’s Bay
Regional Council.

 

The report is publicly available and was debated on 30 August 2021. It is
also correct that the report was jointly requested by Napier City Council
along with the other four councils.
