Dear Ministerial Services,
Thank you for your acknowledgment. Further to my request, I request two other NZ Police manuals, protocols and/or guideline documents on handling and investigating acts consistent with:
(1) offences under sections 150A-157 of the Crimes Act (duty of care); and
(2) offences under the Summary Offences Act 1981.
I also request documents which detail the other legislative acts that describe offences which are under the jurisdiction of the police to investigate and bring charges. If these documents are publicly available, please provide a link to the specific information.

(1) the manual be made publicly amiable through the Police website and a link provided in response to this request; OR
(2) provided through FYI.org.nz.
Before denying my request, I would like to draw attention to the fact that the NZ Police have already provided the public with copies of chapters from the NZ Police Manual on FYI.org.nz. For instance the Police Manual on "Deception" (September 06, 2021) and "Trespass" (June 21, 2016).

I am writing to request the compete police manual in electronic form. To
satisfy my OIA request, I ask that either:
(1) the manual be made publicly amiable through the Police website and a

Before denying my request, I would like to draw attention to the fact that
the NZ Police have already provided the public with copies of chapters
from the NZ Police Manual on FYI.org.nz. For instance the Police Manual on
"Deception" (September 06, 2021) and "Trespass" (June 21, 2016).
Your request as currently framed will be very difficult to meet without
substantial collation or research. Initial scoping of your request has
identified in excess of 600 individual documents, accounting for thousands
of pages of material.
Unless your request is amended, we may have to refuse it under section
18(f) of the OIA, which applies where the information cannot be made
available without substantial collation or research.
Please let us know before 12 November 2021 whether you are prepared to
amend or clarify your request and, if so, how. It may be that provision of
a copy of the Police Instructions Index would meet your needs, or that
narrowing the scope of your request to a particular identifiable subject
or set of policies would address the current difficulties with substantial
collation and research.

I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act 1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.
Police requires until 24 November 2021 to provide a substantive response
to your request. We are endeavouring to provide this to you as soon as

"I can also confirm that work is underway to progressively publish all Police Manual chapters on the New Zealand Police website. It is anticipated that this work will be completed over the next 12 months."
Seven months have passed since this response. Yesterday, Police released to me a list of all Police Manual chapters, including links to all of those chapters which have been published on the New Zealand Police website.
Of nearly 600 Police Manual chapters, only eight have been published in this way so far.
