Treatment Protocols, which was transferred to Hutt Valley and Capital &
Coast District Health Boards (2DHB) from the Ministry of Health on 20
September 2021.
Your request has been received and logged. Due to our two DHBs sharing
information, staff, many services, and a single Chief Executive, you will
receive a joint 2DHB response to your request. Please be assured that
separate data sets will apply to each DHB in our joint response.
As required under the OIA, we will respond to your request within 20
working days. You should therefore receive a response on or before 18
October 2021.
If a large amount of information has been requested or if 2DHB needs to
consult in order to make a decision, we may need to extend this date (this
is provided for in section 15A of the Act). We will advise you if such an

Dear Shan Tapsell,
Thank you for you response.
Regarding your response to my Question 5, I appreciate that it depends upon the nature of the request and the patient's symptoms etc. Specifically, if a patient has Covid-19 and requests a Vitamin D test and/or supplementation, would this request be considered reasonable? Would a request for high-dosage Vitamin C be granted? As you know, there is plenty of evidence that both play an important role in the immune system. Would a request for other helpful treatments be granted, such as supplementation with zinc and a zinc ionophore? The reason for my question is that I would like to know the extent to which a patient's treatment is a 'partnership' rather than a patient being told what treatment will be given. Are patients informed about other medications, e.g. anti-viral drugs, steroids etc and given some say in the final combination of treatments applied?
Regarding your response to my question 6, who would be giving this second opinion and is there a complaints or appeal process if the patient is not happy with this second opinion?

We are currently working on a response to your OIA request, however due to
associated time requirements for collating this information and the
dealing with the backlog of work due to COVID-19, we will require an
extension of fourteen additional working days on the statutory deadline of
29 October 2021 to complete this request.
Please accept this as notice pursuant to s15(a) of the Official
Information Act 1982 that Hauora Tairāwhiti will need to extend the
deadline to 18 November 2021, being a reasonable period of additional time
to comply with your request. We will however strive to get this to you as
soon as possible.
You have a right by way of a complaint to the Ombudsman under s28(3) of
the Official Information Act to seek an investigation and review of this
decision.
