Dear Christchurch City Council,
On or around 6:30 PM today (19-Sep-21) at the HHR CB meeting Chairman Mora became verbally aggressive towards a female CB member. I was on the Zoom call when this happened.
When the Chairman was called out for this inappropriate behaviour the Zoom operator muted the call.
1) What was the Chairman’s response to this allegation, given that the public could not hear it as it was muted? I’d like to remind that that LGOIMA applies to things people know, even if they are not written so at least one attendee should recall what was said.
Given the nature of the outburst this should have been recorded in the meeting minutes, especially given this is not the first time the Chairman has acted in this way towards other members.
2) Why was the Chairmans response muted by the Zoom operator? Is there a policy around muting Zoom calls when it is embarrassing for the member? And was this permitted?
3) What is the name / position of the individual who was in charge of operating the Zoom meeting / whom muted the call?

1) What was the Chairman’s response to this allegation, given that the
public could not hear it as it was muted? I’d like to remind that that
LGOIMA applies to things people know, even if they are not written so at
least one attendee should recall what was said.
Given the nature of the outburst this should have been recorded in the
meeting minutes, especially given this is not the first time the Chairman
has acted in this way towards other members.
The Chair interrupted a board member, who in turn had been interrupting
another board member. The Chair took this action within his mandate to
control the meeting more specifically to keep the board member on topic
with the agenda item being discussed at that point in the meeting. The
board member was talking about the public joining the meeting on Zoom
which the Chair did not feel was a relevant topic to be repeatedly raised
in Members Information Exchange.

policy around muting Zoom calls when it is embarrassing for the member?
And was this permitted?
During the meeting the zoom controller was managing a number of report
writers, an Elected Member, public deputations, the public joining and
leaving the meeting, sharing of desktops, along with ensuring the
requirements of a public meeting were adhered to. The zoom controller was
muting attendees at different points in the meeting to meet the required
protocols and unfortunately muted incorrectly during the above
discussion. This is the first time staff have managed a Community Board
meeting in person and on Zoom and will endeavour to ensure this error does
not occur again.
3) What is the name / position of the individual who was in charge of
operating the Zoom meeting / whom muted the call?
After consideration we have made the decision to not supply this
information under the following section of the Local Government Official
Information and Meetings Act 1987 (LGOIMA):
o 7(2)(a) – to protect the privacy of natural persons
In the Council's view the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.
