Dear Ministry of Health,
Good afternoon. With the introduction of the vaccination pass system and the associated traffic light system, which will deferentially infringe upon the rights of citizens on vaccination status, I couldn't help but wonder if this was a New Zealand invention.
By looking to media sources outside of New Zealand I was able to find similar systems in place globally.
I would like to know
* When was the vaccination passport system first presented as a potential option for covid strategy? Who presented/formulated/suggested this system? What response was there to this suggestion? From where did the idea originate?
* When was the traffic light system system first presented as a potential option for covid strategy? Who presented/formulated/suggested this system? What response was there to this suggestion? From where did the idea originate?
* What international policy groups/think-tanks on covid does the Ministry communicate with?

The Ministry of Health does not hold the information relating to parts 1
and 2 of your request; however, I have been advised that this information
is more closely aligned with the functions of the Department of the Prime
Minister and Cabinet (DMPC). For this reason, I have decided to transfer
parts 1 and 2 of your request to DPMC under section 14(b)(i) of the Act.
Please note, the Ministry will respond to part 3 of your request in due
course.

On December 13 2021, The Ministry informed you that parts 1 and 2 of your
request had been transferred to the Department of the Prime Minister and
Cabinet (DMPC). You may expect a response from DPMC in due course.
The Ministry apologises for the delay in responding to part 3 of your

International organisations host dialogue on a range of COVID-19 topics,
supporting governments to better understand the myriad challenges COVID-19

Hi Rob, don’t you know these questions lead to conspiracy theories and rabbit holes!! You will be on a watch list soon questioning authority and why the pandemic preparedness plan was discarded and western countries are now dictatorships. There is nothing at all going on and us peasants just need to put our masks on and be quiet!
