Removal of the recommendation to prevent emissions outsourcing
Alex made this Official Information request to Climate Change Commission
The request was partially successful.
From: Alex
Dear Climate Change Commission,
I request under the Official Information Act 1982 why the recommendation of 'Aotearoa should focus on decarbonising its industries rather than reducing production in a way that could increase emissions offshore' was removed from the Commission's final advice Ināia tonu nei: a low emissions future for Aotearoa. I also request all documents, correspondence and emails that mention or led to this being removed.
There appears to be growing concern around the outsourcing of pollution along with carbon colonialism, where wealthy countries try to offset their emissions by creating pollution in poorer countries. And where companies and countries try to green-wash their products through the purchase of unverifiable and unenforced foreign carbon credits. The articles below mention the concerns with these practices.
https://www.rnz.co.nz/news/national/4535...
'"The Climate Commission's initial draft advice noted that 'Aotearoa should focus on decarbonising its industries rather than reducing production in a way that could increase emissions offshore', but that important principle disappeared from the Commission's final advice," Abbott said.'
https://www.rnz.co.nz/news/political/459...
'Former party co-leader Russel Norman "It's just a sham. Almost all of it is being met by these offshore carbon credits, so it's obviously farcical. You can't say you're serious about climate change and then pay other people somewhere else in the world to cut emissions," he said.'

I also request under the Act if the Commission looked at the impact that offshoring pollution along with the purchase of carbon credits in overseas markets would have on; total global emissions (in particular transportation), Aotearoa's balance of trade (cash outflows/inflows), and the impact on NZ job losses. If so please provide this research.
Yours faithfully,
Alex
