Good morning
With regard to your two requests transferred to the New Zealand Defence
Force for response, pursuant to section 15A(1)(b) of the Official
Information Act 1982 (OIA), a 20 working day extension notification is
required as the consultations necessary to make a decision on the requests
are such that proper responses cannot reasonably be made within the
original time limit.
You have the right, under section 28(3) of the OIA, to ask an Ombudsman to
review the decision to extend your request.

" The information you have requested is more closely associated with the NZDF, which is a separate organization from the Ministry of Defence. Accordingly, I am transferring your request to that organization, pursuant to section 14(b)(i) of the Act.

We know these are separate organizations.
Clearly both parts of the request are directly addressed to the Ministry of Defence, regarding their communications with both the NZDF and the Minister of Defence. (Peeni Henare, Since 06 Nov 2020). ONLY the MOD would hold copies of relevant internal communications between the MOD and the minister (Peeni) . Therefore this request is definitely much more applicable to the MOD, rather than the NZDF.
Transferring the request in full to the NZDF is deliberately disingenuous, looks like a stalling tactic at best.
