Vectors of Harm papers and BIM
Sebastian made this Official Information request to New Zealand Security Intelligence Service
This request has an unknown status. We're waiting for Sebastian to read a recent response and update the status.
From: Sebastian
Dear New Zealand Security Intelligence Service,
I would like to make a request for copies of the following documents:
ONE: The NZSIS has previously released to me a copy of the 2011 document "The Terrorism Threat to New Zealand":
https://fyi.org.nz/request/14986/respons...
which I understand is one of a series of "vectors of harm" papers issued through the National Assessments Committee in 2011/12.
I would like to request copies of the “vectors of harm” papers produced by the NZSIS on these topics:
1) Sabotage and Subversion
2) Espionage
3) Weapons of Mass Destruction
TWO: I would like to request a copy of the 2008 NZSIS Briefing to the Incoming Minister
Yours faithfully,
Sebastian

Kia ora Sebastian,
We refer to your official information request below.
We have transferred your request for copies of the vectors of harm papers to the Department of Prime Minister and Cabinet (DPMC).
National Assessment Committee papers were all issued under the authority of the Director of the National Assessments Bureau, who was the chair of the NAC. The National Assessment's Bureau is part of the National Security Group, within DPMC. Because of this, we believe the information you have requested is more closely aligned with the functions of DPMC; in these circumstances, we are required by section 14(b)(ii) of the Official Information Act 1982 to transfer your request.
You will hear further from DPMC concerning that part of your request.
Kind regards
NZSIS

We refer to your official information request dated 10 March 2022 for a copy of the 2008 Briefing to the Incoming Minister.
The Official Information Act 1982 requires that we advise you of our decision on your request no later than 20 working days after the day that we received your request. Unfortunately, it will not be possible to meet that time limit and we are, therefore, writing to notify you of an extension of the time to make our decision, to 22 April 2022.
This extension is necessary because the consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time limit. Due to the current impact of Omicron outbreak on the agencies we need to consult with we have had to extend the timeframe longer than would normally be required. We hope to get a response to you sooner than 22 April.
If you wish to discuss any aspect of your request with us, including this decision, please feel free to contact [email address]
You have the right to seek an investigation and review by the Ombudsman of this decision. Information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.
