I am a New Zealand citizen living in New Zealand. The response to this request will inform a complaint to the Independent Police Conduct Authority and be used in Court proceedings. As such, I request urgency under Section 12 (3) of the Act. I request an electronic response by way of email to this website. The purpose of this request is to establish practice, policy and procedure in regards to speed enforcement and the use of speed measuring devices by the New Zealand Police
1. In relation to Police speed measuring device – radar Stalker DSR, Serial number 41161, Antenna serial number 61026 can you please provide the last 5 years’ operational history (including annual testing and log books, servicing, certificates of accuracy, identified faults etc.)
2. Can you please provide the following Police manuals / General Instructions
a. Acceleration measurement instruments manual
b. Police driving general instructions
c. Motor vehicle offences manual
d. Police vehicle management manual
e. Speed camera enforcement manual
f. Speed enforcement manual
g. Traffic compliance scheme manual
h. Traffic patrol techniques manual
3. For the last 5 years (broken down by radar/laser), can you please provide a) Number of certificates of accuracy issued (for annual testing / calibration - NOT NEW DEVICES) b) Number of occurrences where annual testing was NOT performed within 12 months since the last certification date, c) Where testing is not within 12 months since last certificate date, average number of days after certificate expiry until a new certification was obtained.
