To explain, Police use hundreds of 'forms' and your request (as it stands) will likely be refused pursuant to section 18(f) of the Official Information Act (OIA) 1982, that the information requested cannot be made available without substantial collation or research.
Could you perhaps refine your search for 'all forms' to an area of your interest, for example, there are forms relating to the Police instruction manual, or Police health and safety requirements. These are only examples as you have not indicated your area of interest in the request below.

Dear Ministerial Services, as NZ Police have already made publicly the list of chapters available in the manual, I don't see it as excessive work/research with the Police Forms, since they are probably all electronically grouped. It should be noted that I am only requesting a list and not the forms themselves,
But if that understanding persists, consider the request refined to Victims and Witness forms and if possible, provide them in the response.
