City Population Growth Information Shared between WCC and LGWM

Dear Wellington City Council,

I am interested in the engagement between the Wellington City Council (WCC) and Lets Get Wellington Moving (LGWM) on the Wellington City population growth predictions.

I note that the WCC Spatial Plan 2021 is the main vehicle for specifying the population growth for Wellington City. I also note that the Spatial Plan has two recent documents that outlined future city population and housing growth predictions:
* Citywide Estimated Growth Distribution Figures September 2021
* Citywide Estimated Growth Distribution Figures 25/09/2020

LGWM have a similar document called "Urban Development Summary Report. October 2021." (https://lgwm-prod-public.s3.ap-southeast...).

The Executive Summary includes the following:
"There is a strong inter-relationship between LGWM and the Wellington City District Plan review. The (currently) draft District Plan is the statutory enabler of land use changes in Our City Tomorrow: A Spatial Plan for Wellington City. The District Plan, when finalised and adopted, will direct the future form of the urban environment by how zones, height limits and other rules and guidelines allow for urban development.

The four engagement options that include Light Rail or Bus Rapid Transit (BRT) support similar levels of growth in line with the Spatial Plan estimates and with additional transit-orientated development around MRT stations (once confirmed). Light Rail can serve much higher patronage growth in the long-term as it is easier to add services and carriages to Light Rail, whereas BRT is unlikely to support a higher or denser growth. This is relevant to the key strategic question of whether a more intensive urban development scenario is pursued around MRT stations (building on requirements under the National Policy Statement on Urban Development). This scenario would increase carbon reduction, affordable housing and mode shift outcomes, but would also significantly reshape urban areas, particularly in Newtown, Berhampore and Island Bay. LGWM is looking for community feedback on this question.

Urban development will occur in a ‘business as usual’ way in response to the land use controls in the (currently draft) District Plan and as guided by the Spatial Plan."

I request the following information in relation to the above information.

1) Since July 2020, a copy of meeting documentation for all meetings between WCC and LGWM where the predicted population and housing growth for Wellington City was discussed including copies of any agendas, reports and/or presentations at these meetings.

2) Since July 2020, a copy of the correspondence between WCC and LGWM on the predicted population and housing growth for Wellington City including copies of any reports and/or other information was attached to, or linked from these emails.

3) A copy of meeting documentation for all meetings between WCC and LGWM where the WCC Spatial Plan reports "Citywide Estimated Growth Distribution Figures September 2021" and/or "Citywide Estimated Growth Distribution Figures 25/09/2020" were discussed including copies of any agendas, reports and/or presentations at these meetings.

4) A copy of the correspondence between WCC and LGWM where the WCC Spatial Plan reports "Citywide Estimated Growth Distribution Figures September 2021" and/or "Citywide Estimated Growth Distribution Figures 25/09/2020" were attached or discussed including copies of any other reports and/or other information was attached to, or linked from these emails.

5) A copy of meeting documentation for all meetings between WCC and LGWM where the LGWM "Urban Development Summary Report. October 2021" report was discussed including copies of any agendas, reports and/or presentations at these meetings.

6) A copy of the correspondence between WCC and LGWM where the LGWM "Urban Development Summary Report. October 2021" report was attached or discussed including copies of any reports and/or other information was attached to, or linked from these emails.

Thank you for the update to my information request.

In your response extending the timeframe for my information request, you also state:
"Waka Kotahi has performed multiple searches in order to respond to parts 2, 4 and 6 of your request. This includes carrying out email sweeps of relevant Waka Kotahi and Let’s Get Wellington Moving mailboxes. The searches were targeted searches through mailboxes of staff we believe to be most likely to hold the information of interest to you. Unfortunately, despite trying to narrow down these searches using specific key words and limiting the number of mailboxes in scope, we have still found in excess of 2,200 emails that may fall within the scope of your request.

We would need to review each of these emails in order to determine which ones are in scope of your request. I am therefore refusing these parts of your request under section 18(f) as the information requested cannot be made available without substantial collation or research. "

I would like to better understand the nature of your efforts to identify some correspondence related to my request items 2, 4 and 6. Can you please provide a list of the email search terms used and the number of corresponding matching emails identified for each search?
