We understand, and indeed you have mentioned below as well, that you have
made the same request to the Christchurch City Council for the Water
Safety Plans.
We believe that the Christchurch City Council are the correct agency and
are best placed to respond to your request as they own and are responsible
for the Christchurch Water Safety Plans (WSPs).
I also understand that once the final WSP plans are in place the
Christchurch City Council will look at providing an online version.

Apologies Cody we thought it was a rhetorical question that you already knew the answer to - obviously the answer is yes.
Our response was to give you further advice about why we have chosen to transfer the response to the proper agency. We indicated that the CCC are the owners of the document and have already indicated they are in the process of putting it on their website. As a DHB, we have an obligation under the Act to collaborate with the owner of the information and take into consideration their comments about what we release. In this instance it is more straightforward to simply have CCC provide you the document.
If you disagree with this then you are welcome to provide your case and concerns to the Ombudsman's grievance process.
I hope this explains it a bit better for you.

We run the risk of me being the middle man here and that is not the intention. I would suggest you ask the CCC who will release the information.
The way I understood it is they will release the information in due course but we do not have a date or duration.

Dear Cody,
I refer to your request for Please supply any drinking water safety

This was request was transferred to the Council on 9 June.
Council Response
As per our previous response (attached) we have decided to withhold this
information under the following sections of the LGOIMA -
6(b) - to endanger the safety of any person
7(2)(c) protect information which is subject to an obligation of
confidence or which any person has been or could be compelled to provide
under the authority of any enactment, where the making available of the
information—
(ii) would be likely otherwise to damage the public interest
As discussed staff will provide a public facing version of these plans in
due course.
In the Council's view the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.
You have the right to request the Ombudsman to review this decision.
