1. all documents, emails and communications related to land purchases by Kainga Ora in Whangarei district since the 1st January 2016 that is planned to be used to build social housing, and
2. all communications, reports, emails, documents, related to current and future plans for social housing developments in Whangarei district,
a) including areas looking to be developed in and
b) potential numbers of dwellings in each location

In consultation with the relevant regional teams, we would like you to further clarify/refine part 2 of your request.

Kâinga Ora is has an ongoing community consultation process in Whagarei in respect to prospective lands that we could purchase, built and redevelop. This is an extensive process and will contain hundreds of email conversations/discussion with third parties - including reports and documents. Our regional plans are pipeline projects which may or may not finalise, depending on multiple factors.

Given the vast amount of information that would need to be manually assessed to establish the scope of the request and significant amount of time it would take to prepare a response, it would not be feasible to provide all information as requested. Attempting to do so would remove Kâinga Ora staff from their core duties for a substantial period of time and therefore the greater public interest in the effective and efficient administration of the public service would not be served.

Collating and preparing these documents may take several weeks unless we can establish the extent of your request which we could then respond.

This is an invitation to understand the specifics of your request which will helps us gather the information, rather than declining under the substantial collation grounds of the Official Information Act 1982 (the Act).
Section 12(2) of the Act requires that official information requested shall be specified with due particularity in the request. Either ways, we are here to help you.

ACTION REQURIED: Kindly refine and narrow your request to a more specific question by COB 24 August 2022, so we can start processing our information. Do not hesitate to respond back to this email if you have further questions.

Since the timeline of your request goes back to 2016 (6 years) this will generate thousands of emails and supporting documents in scope of this request. There is a high possibility that this part of your request may also be refused under the substantial collation ground of the OIA, unless you could refine this part with due particularity.

ACTION REQUIRED: Kindly clarify/refine part 1 of your request to something specific. This could mean focusing your request to specific region(s) of Whangarei district or limiting the time period to the last 12 months. While these are just examples, your request could look different and we will leave this for you to decide.

Dear Kent

I refer to you refined request of 24 August 2022, requesting the following under the Official Information Act 1982 (the Act):

1. Can you please supply plans, maps and/or lists of all properties purchased in the last 12 months or
2. already held by Kainga Ora or another government department or local authority that is being considered for development into social housing with 4 or more dwellings grouped together on one or more properties within the next 5 years within the Whangarei district excluding Bream Bay or north of Kamo
3. Copies of any new build building consents for social housing which have been submitted within the last two years within the whangarei district excluding Bream Bay or north of Kamo

As your original request was refine and replaced with a new one, we have restarted the statutory time to respond to your request from 24 August 2022 onwards, pursuant to section 15(1AA) of the Act.

The new due date to respond to your request is now 21 September 2022.
