Delegation of the provisions of section 57 Local Government (Rating) Act 2002

Dear Auckland Council,
Section 132 of the Local Government (Rating) Act 2002 allows for a local authority to delegate specific duties to its CEO or other specified officer of the local authority
Please advise under urgency ( this information is required fro court documents due next Friday for Penny Bright )
1. to whom the provisions of section 57 Penalties on unpaid rates has been delegated to in each year 2006 - 2014 ( for Auckland city council pre 2010 ).
2. How was that duty has been delegated,
3. If that delegation was done on an annual basis, if so please provide a copy of the minutes which gave effect to that delegation .
4. Please also advise of the authority under which the council can collect rates by way of installments and impose penalties on those installments .
