Legal Clause on the New Zealand Birth Certificate

Dear Department of Internal Affairs,
On the New Zealand Birth Certificate I purchased from Internal Affairs, it reads in fine print:
WARNING: This certificate is not evidence of the identity of the person presenting it?
Any person who (1) falsifies any particulars on this certificate or (2) uses it as true knowing it to be false is liable to prosecution under the crimes act 1961.
I paid for an identification document and staff from manukau Branch of D.I.A gave me an identification document that does not identify me??? This equals FRAUD does it not?
My Official Information Act request is
(1) WHO or WHAT does the New Zealand Birth Certificate Identify, if it is not Identifying the person presenting it?
(2) Why does it have my family name and my name and my Live Born date but does not identify me? What type of trickery or deception is this?
(3) Are police and other government agents also liable for using the birth certificate as true after I disclose to them that it is false?
(4) If the Birth Certificate D.I.A issued me does not identify me, Please refund my payment in full and I will return that fraudlent document with my name on it because it Identifies a person but not the person presenting it (which is me) To use that Fraudulent document will results in prosecution
the actual text on the birth certificate reads ANY PERSON so I interpret this to include police persons, legal persons, body coprporates are also persons etc. So deceptive

That is printed on every single NZ Birth Certificate I have sighted. If the Birth Certificate only identifies a body corporate LEGAL PERSON how do the nz government identify natural persons or BIRTH CERTIFICATE HOLDERS
