Fine letters sent to known "bad" addresses

Dear Ministry of Justice,
I am seeking information regarding the sending of repeated fine letters to addresses which the Ministry has been informed that the individual is no longer contactable (usually an address which they no longer reside).
Regarding fine communication on behalf of the courts:
1 - Does the Ministry have a flag in it's databases for when the Ministry has been informed that an address is no longer current?
2 - Does the Ministry have policies and/or procedures relating to how what it does when it receives "Return to sender - not at this address" mail (or similar)? If so please supply copes of these polices and/or procedures.
3 - Does the Ministry have policies and/or procedures relating to how what it does when it receives other information regarding addresses not being valid (phone call, email etc.)? If so please supply copes of these polices and/or procedures.
4 - If the Ministry does record information noted in 1 above, please supply a breakdown of fines under administration - aggregating: count of individuals and $ value
by:
a) address status (marked as non-current vs not)
b) dollar size of fines outstanding by that individual in sensible groupings (less than $50, $50-$100, $100-$500 etc.).
5 - Can you please also provide details of the count of letters sent in each of the last 3 financial years to addresses that the Ministry had received notice that it is no longer valid at the time of sending.
6 - Please also provide an estimate of the cost of the above (again by financial year).

I've now heard back from the OIA team looking into your query regarding
the management of email addresses.
I'm told that the wrong wording was used in your extension letter and in
fact, no external consultations are being made for your OIA.
The letter should have read as follows:
"A response to your request is currently being prepared.
However, the request necessitates a search through a large quantity of
information, and meeting the original time limit would
unreasonably interfere with the operations of the department."

Hi there Tracey,
Can you please clarify a couple of items for me?
The tables which you have supplied only show the 2 aggregations independently - I would like to see this data in a way that shows both aggregations at once (for example so I can understand how many of the 1,646,642 fines in the $100-$500 grouping in the 2021-22 year have current vs not current addresses).
Can you please also clarify if your information sharing processes are two way - in particular, when you are advised that a address is not current, do you then share this information with the prosecuting authority so they can mark it as such in their system?
