Tupu-ake System / Inability to Process ETS Applications

Dear Ministry for Primary Industries,
Please provide all relevant documentation, communication, and meeting minutes relating to the period of time that MPI has been unable to process ETS applications due to the staged rollout of the Tupu-ake system that demonstrate (a) the start of the period during which application submission is impossible, (b) the estimated end of that period, and (c) the decision to have such a period and its justification(s).
My intent is to understand the extent to which MPI planned this "outage" and believed it to be acceptable. I'm interested in any and all discussions relating to whether to have an outage or not, all of the options considered and their pros/cons, and so on. Please also include any documentation of consultation undertaken.

I refer to your complaint made to the Ombudsman about MPI’s decision to
extend the time to respond to a request for information.
As you know, on 20 April 2023 MPI received your request for information
relating to the Tupu-ake System. On 25 May 2023 MPI extended the time to
respond to your request by 35 days. The extension was to allow us time to
sort through the large quantity of information within scope and to carry
out consultations.
I acknowledge that the extension of 35 days was longer than necessary and
that MPI could have scoped the request and consulted with third parties in
a shorter timeframe. Further, the subsequent three day delay in responding
to your request should not have occurred. I apologize that MPI did not
meet our obligation to respond to your request as soon as reasonably
practicable and for any impact this has had on your work.
