Dear Christchurch City Council,

Why are pedestrian median refuge barriers not being replaced? Many have been outstanding for months - in some cases, for over a year - despite SnapSendSolve tickets being sent. Damaged ones are being removed, which suggests that Council is aware of the issue, but then not re-installed.

Thank you for your email, received on 03.05.2023. You requested the
following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

 

“Why are pedestrian median refuge barriers not being replaced? Many have
been outstanding for months - in some cases, for over a year - despite

Please find below a response to your LGOIMA request.

 

The replacement of one refuge barrier at this location is scheduled for
the following month.

 

It can take some time before the replacement process gets started because
these frequently get driven over and we do not always know when they are
damaged until either Council Staff or Contractors report it when
inspecting the roading network. These barriers frequently disappear for a
while because they are removed for maintenance or replacement whenever one
of them is damaged.

 

Snap, send, solve can be used by the public to expedite this procedure
whenever they notice a damaged pedestrian barrier.

 

You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to

The response you have provided me is not satifactory as I have outlined that all 3 refuges are damaged. Council is clearly aware of this as all 3 have been partially removed, yet you have outlined that only 1 is programmed for replacement.

Why have the other two been missed off this response? Further, why is replacement taking months (which was my original question)?

Dear Official Information,

CCC replaced a different refuge on The Runway within a few days or so after reporting using SSS. I separately reported the three referenced herein, as you asked, on SSS - these remain unreplaced.

Hence, my question still stands - which was "Why are pedestrian median refuge barriers not being replaced? Many have been outstanding for months - in some cases, for over a year - despite SnapSendSolve tickets being sent.".
