Thank you for your request of 12 October 2023 for communications between 1
November 2022 to present, including but not limited to, texts, emails,
phone records, social messages, where the subject or content included the
discussion of Official Information Act 1982 (OIA) requests on RAL
liquidation or administration (reference number: OIAD-3487). We are
currently processing your request under the OIA.
Upon an initial assessment of your request, information the Department
holds in relation to OIA requests on RAL liquidation or administration
will require substantial time to collate and assess. The material in scope
of your request includes:
o Internal emails that are purely logistical/administrative in nature
and may not be of relevance to your point of interest. For
example, automated emails from the Department’s OIA database on
process matters, and meeting invite/acceptance emails generated by
Outlook calendars.
o Communication between the Department and requestors on clarifying
their request, extension of timeframes for response, and other process
matters.
o Emails to external parties, in line with Ombudsman guidance on
consulting with third parties on the release of their information in
scope of the request.
o Internal reporting on the status of OIA responses (relating to their
status in the process, rather than to the content of the response).
Given the considerable amount of in-scope information we suggest you
refine your request to exclude admin and process focused correspondence.
This will give us a better understanding of the purpose of your request
so we can more easily locate and provide targeted information in a prompt
manner. Without refinement, your request may need to be refused, pursuant
to section 18(f) of the OIA, in that the request cannot be processed
without substantial research and/or collation.
By refining the request we should be able to reduce the amount of
documentation in scope to a more manageable level, however it is possible
even with refinement that the remaining amount of documentation will be
significant enough for us to consider whether refusal of the request is
still warranted.
Please let us know whether you wish to refine your request to the
suggested amendment above, or to another refined amended version, by 26
October, so we can continue processing your request in accordance with the
OIA.

Thanks for your guidance on this request and the likely content of the response.
I am remined of my last OIA where it was largely refused despite a series of discussions on refinements which seemed to suitably reduce the volume, only to fall at the very last moment.
None the less I will take the same constructive approach with a positive mindset.
I am happy to remove the following elements :
* Internal emails that are purely logistical/administrative in nature
* External communications which are largely timeframe extensions or administrative.
* Internal reporting on the status of OIA responses (relating to their
status in the process, rather than to the content of the response).
* 3rd party consultations where the 3rd party response does not materially change the supply of information.
Given the publicly significant discussions regarding activity in the Tongariro National Park it is important to have sufficient context for who was consulted so excluding all the 3rd party information undermines that objective.
