Please note that we have completed an initial scope your request for “all communications (including texts, emails, Phone records, social messages) from 01 November 2022 to present where the subject or content included is regarding OIA requests on RAL liquidation or Administration."
Our initial review/scope concluded that your request is too large and will be very difficult to meet without substantial collation or research. We have invited you to narrow your request as if your request is not narrowed, we will have to refuse it under section 18(f) of the Act, which applies where the information cannot be made available without substantial collation or research.

Can you please indicate the volume as it seems incongruous that here has been such a significant volume of correspondence dealing with OIAs. This would suggest that MBIE is consuming more effort on the OIAs themselves.

Thank you for your email.
MBIE has identified 28 Official Information Act (OIA) requests that are within scope of your request. As mentioned before, our initial assessment / search indicated that the material in scope of your request for all communications relating to OIA’s regarding Ruapehu Alpine Lifts Limited (In Liquidation) liquidation or administration, would require substantial time to collate and assess. We advised that it may be refused under section 18(f) of the Act unless the request is narrowed.
Searches by MBIE’s Records Services identified 4,173 emails within scope of your request (this does not contain any media alerts and messages generated by the OIA workflows). This is an average of 149 emails per request, however, please note that this number does not include texts or phone calls.
As indicated in our letter to you of 20 October 2023, unless the request is amended, we may have to refuse it under section 18(f) of the Act, which applies where the information cannot be made available without substantial collation or research.
Please advise us before 10 November 2023 if you are willing to reframe and submit a revised request.
