Rates Neutral / Positive - Ongoing costs for maintenance of Teitei Drive

Dear Ruapehu District Council,
A member posed this question on 29th September, it was due for response 31st October, however has not yet been answered.
As the Teteii Drive project is said to be cost neutral to rate payers, or cost positive, please provide the following information which we believe should exist to adhere to the ATMS policy.
1) Please provide the costing or estimates of future maintenance RDC will need to pay, i.e.
- $x per annum for swales
- $x per annum for detention ponds maintenance
- $x per annum for pumping station maintenance
- $x per annum for power for street lighting
- $x per annum for road maintenance
- $x per annum for mowing berms
- $x for any other known expenses
--- We add the following question ---
2) Please provide an estimated total maintenance cost for the subdivision over the next 5 years (broken down by year), or as far as your budget/forecasting has allowed for.
3) Please provide estimated rates take for the residential Lots
4) Please provide any documentation that relates to the formula or verification that the project will be cost neutral or cost positive; that certified this project as adhering to the ATMS policy.
