Letter of Expectation and Email Communications
William James made this Official Information request to Te Pūkenga—New Zealand Institute of Skills and Technology
The request was successful.
From: William James
Dear Te Pūkenga—New Zealand Institute of Skills and Technology,
I hope this letter finds you well. I am writing to request formally, under the provisions of the Official Information Act 1982 (the Act), a PDF copy or the next best alternative of the Letter of Expectation that Te Pūkenga received from the National Government's Tertiary Education and Skills Minister. I am seeking the full and unredacted document.
Additionally, I am requesting access to any email communications from relevant senior leadership team members, as listed on the Te Pūkenga website (https://www.tepūkenga.ac.nz/our-work/abo...). Specifically, I am interested in communications that discuss potential changes in priorities for the new government, any dialogue about the future state of Te Pūkenga, and discussions related to future planning. This includes considerations of signals for changes, general concerns surrounding possible adjustments aligned with National's signalled 100-day action plan, or any other matters of a similar nature.
To narrow the scope of the request, I am specifically interested in emails sent or received from the night of the New Zealand General Election (Saturday, 14 October 2023) up to the date this email is received and processed.
I appreciate your attention to this matter and look forward to your prompt response following the timelines specified in the Act.
Kind regards,
William

Further to our acknowledgement of your request for information dated 7
December, we set out some important information and questions for you
below.
Letter of Expectations
A copy of the Letter of Expectations for Te Pûkenga from Penny Simmonds,
Minister for Tertiary Education and Skills, is publicly available on
parliament’s website: [1]Letter of Expections for Te Pûkenga.pdf
(beehive.govt.nz)
Therefore, we would ask if you are happy to withdraw this first part of
your request. Should you choose not to withdraw this part of your request
we may decide to refuse it under section 18(d) of the Official Information
Act (OIA) as the information is already publicly available.
Email Communications of Senior Leadership team
We are seeking refinement of the second part of your request.
We are considering whether full collation and research to provide the
information within scope of the second part of your request, would require
an amount of time and effort that would have a significant and
unreasonable impact on the ability for Te Pûkenga kaimahi (staff) to carry
out their other day to day operations. As part of these considerations, we
must contemplate whether refusal of this question under section 18(f) of
the OIA is an option due to substantial collation and research.
To review all emails of the nine senior leadership kaimahi who appear on
the weblink you provided, for a period of almost two months, would be a
huge task for the individuals and their executive assistants involved.
As part of our consideration we ask whether you would consider refining
your request to a specific keyword or keywords, such as “100-day plan”?
This way we may be able to carry out a search of the leadership teams’
emails using these keywords.
With the above points in mind, please could you confirm back to us on the
following points:
o Are you happy to withdraw your request for a pdf copy of the Letter of
Expectations?
o Have you one or two keywords that we may use to search for emails
within scope of your interest?
Please could you reply back to us through return email by close of
business Friday 22 December.
