Lance D. Lavery made this Official Information request to Ministry of Foreign Affairs and Trade

Response to this request is long overdue. By law Ministry of Foreign Affairs and Trade should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

From: Lance D. Lavery

Dear Ministry of Foreign Affairs and Trade,

As part of our ongoing comprehensive nine-part series under the Official Information Act 1982, this second request seeks to deepen our understanding of New Zealand's specialised healthcare system support and strategic collaborations in Gaza since 7 October 2023. This series aims to evaluate New Zealand's global humanitarian and developmental engagements across various domains, with this part focusing on healthcare.

Part Two: Specialised Healthcare System Support and Strategic Collaborations in Gaza

This request aims to explore New Zealand’s contributions to healthcare infrastructure, medical aid, and strategic collaborations in Gaza, emphasising strategic and long-term initiatives.

1. Specialised Healthcare Infrastructure Initiatives:

• Detailed descriptions and quantitative data on specific healthcare infrastructure projects initiated, sponsored, or supported by New Zealand in Gaza since 7 October 2023.
• Qualitative insights into the long-term objectives and impact assessments of these projects on Gaza's healthcare system.

2. Strategic Collaborations and Partnerships:

• Information on New Zealand's strategic partnerships or collaborations with international health organisations or local bodies in Gaza, focusing on healthcare infrastructure strengthening and capacity building.
• Aggregated data on the overall scope and scale of these collaborations, detailing joint initiatives, knowledge transfer programmes, or capacity-building efforts.

3. Innovative Medical Support Programmes:

• Detailed information on innovative medical support programmes or initiatives involving New Zealand in Gaza since 7 October 2023.
• Quantitative and qualitative data on these programmes, including beneficiary numbers, aid types and quantities, programme effectiveness, challenges faced, and outcomes.

4. Geospatial Data and Comparative Analysis of Medical Aid:

• Geographical information on the distribution of medical aid and healthcare support within Gaza.
• Comparative analysis with the geographical distribution and impact of medical aid in the ongoing conflict in Ukraine, to understand how different conflict zones respond to similar aid strategies.

5. Predictive, Ethnographic, and Comparative Data on Medical Support Programmes:

• Predictive analysis using historical data to forecast future healthcare needs in Gaza and the potential impact of current interventions.
• Ethnographic insights into the cultural, social, and political context of healthcare delivery in Gaza, compared with observations from the ongoing conflict in Ukraine, providing a broader view of healthcare needs and responses.

Under the Official Information Act 1982, a full response to this request is due by 5 February 2024. For any clarifications or communications about this request, please use the fyi.org.nz webserver.

I appreciate your focus on the specifics of our international healthcare support in Gaza and look forward to receiving a comprehensive and detailed response.

Yours faithfully,

Lance D. Lavery
