All visa applications are assessed against the criteria set out in the immigration instructions for the visa the applicant has applied for.

Visa applications will be approved if all immigration instructions applied to the visa category are met. Otherwise, an application may be declined.

Applicants can still be refused entry into New Zealand even after arrival. Refused entry reasons include:
* refusal to complete an arrival card or traveller declaration
* providing false or misleading information on any part of your arrival card or traveller declaration
* refusing to let an immigration officer take a photo, fingerprints or an iris scan
* possess controlled or prohibited substances, or plan to import them, without proper authority
* do not follow instructions given by us or other border agencies including the New Zealand Customs Service, Biosecurity New Zealand or the New Zealand Police.

All applications will be assessed fairly to determine whether they meet, or do not meet, the requirements of the visa being applied for. All visa and immigration officers must act on the principles of fairness and natural justice when assessing and deciding an application.

INZ does not hold any information relating to the number of documented cases of discrimination against Iranian passport holders, therefore this part of your request is refused under section 18(g) of the Act, as the information requested is not held by the department or venture or Minister of the Crown or organisation and the person dealing with the request has no grounds for believing that the information is held by any other department.
