A recent Northern Advocate article states that, "proposed Kaipara facility would process double the Waimate plant’s quantity of rubbish, incinerating about 730,000 tonnes of Auckland and Northland rubbish each year."
1. Please provide all information held by KDC about the proposed waste-to-energy facility including: size, scope, feedstock, types of waste-to-energy technologies, resultant waste streams, emissions, and any further information held about Council/Councillor/Mayoral meetings, notes, minutes, text messages, social media etc subsequent to my LGOIMA of June 2023.

Thank you for your email relating to Waste to Energy documentation. This
is not a Council initiative rather it is a Mayoral initiative and there is
no funding allocated or proposed. As far as I am aware there is no
proposed site, size, scope, feedstock, types of waste-to-energy
technologies, resultant waste streams or emissions. It is still very much
in the discussion and collaboration stages with the other Auckland and
Northland Mayors.
Your request has asked for a considerable amount of information, including
emails, meetings, notes, minutes, text messages and social media. While I
suspect there isn’t a lot of relevant information, searching through all
of the communication and channels will take some time. Council can charge
for substantial research and collation and I have estimated it will take
4-5 hours. Using the Ministry of Justice Guidelines the first hour is
free of charge with $76 per hour thereafter. The minimum cost will be
$228.00.
As I don’t believe there is anything of substance to give you I am
wondering if you would like to refine your request to just emails, meeting
notes and minutes which can be provided at no charge. Please let me know
how you would like to proceed.
You have the right to make a complaint to the Ombudsman about Council’s
decision to charge for your request as it stands.

-Have the Mayor or Deputy Mayor had any meetings or communications with Fonterra regarding Waste-to-Energy?
-Have the Mayor or Deputy Mayor had any meetings or communications with SIRRL since July last year?
-Please provide the minutes from any mayor forums since July last year.

Further to your request for information I can confirm that neither the
Mayor or Deputy Mayor have had any meetings or communications with
Fonterra.
There has been no meetings with SIRRL since July last year however there
has been some phone catch ups. There is no record of these conversations.
Please find attached the minutes for the mayoral forums. There may be
some more and I am waiting on the Mayor’s executive assistant to check.

I have checked with the Mayors Assistant. While we are aware there have
been other meetings with the Northland/Auckland Mayors we do not hold any
meeting minutes for these.
A Northland Forward Together Strategic Planning Meeting was held 20
November 2023 and a Northland Mayoral Forum was held 13 November 2023
which we have no minutes. The governance team from Northland Regional
Council minute these meetings and you may which to contact them.
