Good morning

 

Please find our response below.

 

Response:

 

Please be advised we are declining your request for all responses to the
tender under Section 9(2)(i)

All of the responses (from vendors) to an RFP are commercially sensitive
and KiwiRail is not in a position to be able to share tender submissions.

 

We can however provide an overview of the process taken.

 

Process:

 

KiwiRail can confirm the procurement was fully compliant with Government
Procurement Rules as well as KiwiRail’s own internal processes.

 

In summary:

Strategic Procurement Plan was approved which was fully compliant with
internal process and approval.

This stage includes scope and high-level requirements weighting and
evaluation team is decided subject to no Conflict-of-Interest Declaration.
Four evaluators were chosen who represented the prime ICT technical
stakeholders.

 

A two-stage procurement was proposed and executed:

 

Stage one: Expression of Interest on GETS to select suitable products and
System integrators , 12 respondents  were evaluated and the best four were
selected.

 

The recommendation to select a shortlist of suppliers was approved.

 

 

Stage two: To the selected respondents

RFP to shortlisted suppliers. This consisted to two sub-stages.

 

o Substage one -  Sign Non Disclosures to gain  access to heightened KR
Confidential Information
o Substage two - Receive the Confidential Information to proceed with
RFP

 

This was done directly by Tender Manager from [1][email address]
 as single point of contact. Please note KiwiRail was unable to complete
this step throughGETS

 

Numerous notices were issued answering questions from prospective
respondents , these were issued and (Notice to Respondents) NTR’s provided
to all using Bcc and anonymising / generalising the questions.

 

The responses were duly scored by the Evaluation panel and WebSecure was
put forward as the preferred responder.

 

This was then duly approved on a ‘ Recommendation to Select’ process.

 

A Master Services Agreement was duly negotiated and approved by the usual
process ‘ The Contract Execution’ process.
