Vaccination grounds in MoE's logic flow diagram
Erika Whittome made this Official Information request to Ministry of Education
Response to this request is long overdue. By law Ministry of Education should have responded by now (details and exceptions). The requester can complain to the Ombudsman.
From: Erika Whittome
Dear Ministry of Education,
The MoE appears to have given advice in a document for people entering schools needing to be vaccinated here
"Schools and Kura Vaccination Order process for their employees"
https://web.archive.org/web/202112030322...
This document appears to be a process flow chart and remains on the MoE website as of today : https://assets.education.govt.nz/public/...
Would you please share the minutes, emails, any correspondence and policy documents for the decision to publish this document above saying that a service provider, contractors and volunteers would need their vaccination status considered to work (paid or unpaid) at a school?
Please include any legal discussions and legal advice, and also refer to the specific sections of the Health and Safety at Work Act 2015 as the basis for this process flow chart and the "Schedule 2 Groups of Affected Persons" in the Covid-19 Public Health Response (Vaccinations) Order 2021.
Yours faithfully,
Erika Whittome

Thank you for your email of 14 June 2024 via the FYI website to the
Ministry of Education (the Ministry) requesting the following information:
You appear to have uploaded responses to another OIA in this OIA.
Kindly share the requested info on the process flow diagram as per my
original request.
As advised in your response letter of 10 June 2024, the letter was a
response to three requests you made in short amount of time. As such, the
letter contains responses to all three of these requests.
Additionally, per that letter, your request for information regarding the
flow chart is not centrally stored in a manner in which it would be easily
retrieved. Any attempt to collate such information would require a keyword
search of the Ministry’s systems that would be likely to generate a
significant volume of ‘hits’ to search through in order to determine if
they were in scope. This request was therefore refused under section 18(f)
of the Act, as the information requested cannot be made available without
substantial collation or research. In coming to that decision, as required
by sections 18A and 18B of the Act, it was considered whether the Ministry
would be able to meet your request by seeking further refinement, fixing a
charge, or extending the time limit for responding. However, it was
determined that none of these mechanisms would be appropriate, and any
possible refinement would be unlikely to reduce the volume of material
significantly.
Thank you again for your email. You have the right to ask an Ombudsman to
review my decision on your request, in accordance with section 28 of the
Act. You can do this by writing to [1][email address] or to
Office of the Ombudsman, PO Box 10152, Wellington 6143.

Dear Enquiries National,
I have complained to the ombudsman. Databases and IT systems exist for searching and collating data. To say it's too much effort is .., well like a response one would expect from the early 20th century in a paper based system.
Yours sincerely,
Erika Whittome
