I refer to your official information request received on 25 June 2024 for
information on CCTV cameras operated by Palmerston North City Council,
specifically automatic number plate recognition capability.

 

Our response

Q1. How many cameras with automatic number plate recognition capability
have been installed on roads, streets, intersections, traffic lights,
light posts, and other Council property with Palmerston North City
Council’s approval in the last five years?

Palmerston North City Council has not approved any cameras with automatic
number plate recognition capability in the last 5 years to use on our
property.

 

Q2. How many cameras with automatic number plate recognition are operating
in Palmerston North City with the Palmerston North City Council’s
approval?

Q3. Does the Palmerston North City Council own these cameras, lease these
cameras, or are they owned by another company?

Q4. For the cameras operating on roads, streets, intersections, traffic
lights, light posts, and other Palmerston North City Council property
which are owned by companies rather that Palmerston North City Council,
what are the names and NZBN numbers for those companies.

As noted above, no cameras with automatic number plate recognition have
been approved. As a result, no information is held on questions 2-4.  We
are required under the Local Government Official Information and Meetings
Act 1987 (LGOIMA) to provide you with a decision on your request, given we
do have any number plate recognition cameras in operation or approved by
Council we have decided to refuse your request under section 17(e) – the
information does not exist.

images, or footage collected with cameras operating on roads, streets,
intersections, traffic lights, light posts, and other Palmerston North
City Council property?

We provide access to our standard CCTV network to New Zealand Police and
Palmy BID Incorporated for their SafeCity Host service contracted by the
Council.

 

Q6. Does Palmerston North City Council provide data, images, or footage to
Auror Limited, Datacom Group Ltd, vGRID, SaferCities, or Safe City Group
Limited?

No.

 

Q7. How many cameras does Palmerston North City Council have in 2024 which
are supplying data, images, or footage to vGRID, SaferCities, and/or Safe
City Group Limited?

Q8. How many cameras does Palmerston North City Council have in 2024 which
are supplying data, images, or footage to Auror Limited?

Q9. How many cameras does Palmerston North City Council have in 2024 which
are supplying data, images, or footage to Datacom Group Ltd?

As noted above, Council does not provide data, images or footage to any of
the lists companies.  As a result no information is held and your request
is refused in accordance with section 17(e) of the LGOIMA.

 

Q10. Does Palmerston North City Council have a commercial relationship
with Auror Limited and what was the dollar value of contracts and total
financial transactions (revenue and expenditure) with Auror Limited in the
2022/2023 financial year? 

No.

 

Q11. Does Palmerston North City Council have a commercial relationship
with Datacom Group Ltd and what was the dollar value of contracts and
total financial transactions (revenue and expenditure) with Datacom Group
Ltd in the 2022/2023 financial year? 

Council does have a commercial relation with Datacom Group Limited for the
provision of enterprise financial software. This does not relate to any of
our CCTV camera network.

with Safe City Group Limited and what was the dollar value of contracts
and total financial transactions (revenue and expenditure) with Safe City
Group Limited in the 2022/2023 financial year? 

No.
