On 23 August 2024, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):
Is the programme of work 44710 Local Cycle Network Halswell to Hornby
included in the current LTP? If not, how / when was this removed and by
whom?
Staff have confirmed that the above project was in the 2021-2031 LTP, and
listed for delivery in years 2026-2028 and is no longer listed within the
2024-2034 LTP.
This is a consequence of the broader budget pressures and Council’s
prioritisation. It is not unusual for projects to be reprioritised out
when the Council deliberates over new current budget demands. Inclusion of
what makes the LTP is decided by the councillors through the [1]Long Term
Plan process.
You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to

On 30 September 2024, you sought further confirmation, under the Local
Government Official Information and Meetings Act 1987 (LGOIMA), requested
confirmation on who specifically moved 44710 to be removed from the Long
Term Plan 2024-2034 (LTP24-34).
We can confirm that the proposed project 44710 (Local Cycle Network
Halswell to Hornby) was included in the first drafts of the LTP 24-34
until version 6 (v6) of the draft Capital Programme. This occurred
following an internal capital programme meeting on 18 August 2023, where
the inclusion of the following proposed projects within the Transport
capital programme knocked the Local Cycle Network projects off the
proposed programme:

During the draft process, the projects for inclusion move based on
prioritisation. This means that as new projects are requested and/or
prioritisation for proposed projects are reassessed on request, it can
impact the amount of projects and types of projects which realistically
can be delivered by staff in the timeframe set out in the LTP and are
affordable for the organisation.
The requested project was one of a group of 18 Local Cycle Network
projects which all fell off the proposed capital programme list at this
revision (V6). Staff note that one of the reasons that these projects had
a lower prioritisation compared to others, was the expectation of reduced
central government funding for cycleways as signalled by the Government
Policy Statement on land Transport 2024 (GPS). This increased the reliance
of rate payer funding necessary to deliver these, and all other cycleway
projects, making these particular projects less cost effective for the
ratepayers of Christchurch. With limited funding available to support
project costs and increase the resources necessary to deliver all proposed
cycleways, Major Cycle Routes (MCRs) were prioritised, and small cycle
routes were deprioritised. This does not mean that they were removed.
The draft plan proceeded through the full council workshop process, before
going out for public submissions. During these workshops and the
subsequent consultation, had there been adequate requests to reprioritise
these group of projects, they would have been reassessed against the draft
as well as staff capacity for re-inclusion.
Until the final capital programme is signed off by Council, no decision is
made to exclude or fully remove any project, and they remain within the
capital programme as potential projects.
When the Capital Project was signed off by the full council in June 2024,
that was when the decision was made not to include these projects as part
of the LTP 24-34. That decision was made by Council.
