On 28 February 2023, in the Council Annual Plan Meeting the following resolution was made:
Council Resolved CAPL/2023/00005
Amendment 4 - Wheels to Wings
That the Council:
A4: Will not commence construction of the Wheels to Wings Route (Sections 1, 2 and 3 – project ID 26611, 26612 and 26613) for a period of up to 12 months to allow staff and local Councillors to work further with the affected communities on previously identified design concerns as part of the detailed design process.
Can you please provide:
1. A list of "previously identified design concerns" that were considered as part of the detailed design process over the 12 months since the date of the meeting resolution. For each concern, please include the location where it relates.
2. For each of the "previously identified design concerns", what was the outcome from the work with the affected communities. Were any material design changes required (i.e. resulting in notable effect on the budget)?
3. For each of the "previously identified design concerns", provide the correspondence (including the date) from Staff and local Councillors relating to the specific concern. If significant effort is required to provide this, then a summary will be sufficient. (please redact any members of the public's details).

Local Government Official Information and Meetings Act 1987 (LGOIMA):

Please find attached a table which shows the previously identified design
concerns and outcome for each, if there has been one. None of the
discussions with residents and outcomes have been communicated to elected
members.
Further to the 28 February 2023 resolution - The Council will not commence
construction of the Wheels to Wings Route (Sections 1, 2 and 3 – project
ID 26611, 26612 and 26613) for a period of up to 12 months to allow staff
and local Councillors to work further with the affected communities on
previously identified design concerns as part of the detailed design
process – the following clarification was documented at the 27 June 2023
Council Annual Plan meeting:
[1]Here is the link to the minutes of this meeting, the clarification can
be found on page 7. You will note in the table that nearly all
correspondence regarding the previously identified design concerns
occurred at the meeting, with the exception of the proposed planting of
trees outside 2 Nunweek Boulevard. Attached is the letter sent to the
residents regarding this proposed change, as well as the file note with
the outcome of the phone call received from the resident in response.
You will note that a small amount of information relating to names of
external parties, and private contact information for staff has been
redacted. This is being withheld under section 7(2)(a) of the LGOIMA, to
protect the privacy of natural persons.
In council’s view, the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.
Council will be discussing the next steps for the cycleway, and
considering seven options for the design at Annual Plan briefings in

The meetings with residents and businesses to discuss the remaining design
concerns can resume once the decision on the cycleway option and design
has been made.
