Thank you for your email requesting that GWRC provide the PTOM Unit Commerciality Ratios for each Metlink PTOM unit for the years 2018/19 and 2019/20. We have previously provided that information to you. Please see the attached response to your official information request dated 23 September 2021. The information you have requested is in Appendix 1.

Dear Samantha Gain,

My original LGOIMA request included a request for PTOM calculation information that should have been provided as part of a previous LGOIMA request.

The GWRC LGOIMA response of 22 November 2024 now states:

"For parts 3, 4 and 5, Greater Wellington cannot provide the information in the form requested. Providing the monthly SuperGold revenue by Public Transport Operating Model (PTOM) unit and the monthly expenditure by PTOM unit has the potential to significantly undermine Greater Wellington’s ability to carry out commercial and contractual negotiations with prospective operators as the existing public transport contracts come up for renewal.
The release of this information into the public domain may prejudice price responses or diminish innovative and competitive price responses. As such, Greater Wellington does not believe it is in the public interest to release such information.
Therefore, the requested information for parts 3, 4 and 5 is withheld under section 7(2)(i) of the Act, to enable any local authority holding the information to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations)."

Firstly, I must state that the same information for more recent years has been provided and is still publicly available. I therefore find it difficult to understand why much older information would still be deemed commercially sensitive.

My request, based on previous requests, assumed the GWRC would provide the source information used to calculate the PTOM Unit Commerciality Ratios and so enable me to calculate these ratios myself. As the GWRC is now determined to withhold this source information, I need to ask for the PTOM Unit Commerciality Ratios directly.

I therefore request the GWRC provide the PTOM Unit Commerciality Ratios for each Metlink PTOM unit for the years 2018/19 and 2019/20.
