Hello,
I am writing to ask if the convicted terrorist Brenton Tarrant can currently receive mail because as I understand it at an earlier point there were special regulations put in place regarding his sending and receiving of mail. Is it possible that he receives correspondence from anyone, including those who are not relatives?

To be able to request information under the OIA, you need to meet the eligibility criteria set out in section 12 of the Official Information Act 1982:
Any person, being—
(a) a New Zealand citizen; or
(b) a permanent resident of New Zealand; or
(c) a person who is in New Zealand; or
(d) a body corporate which is incorporated in New Zealand; or
(e) a body corporate which is incorporated outside New Zealand but which has a place of business in New Zealand,
