Dear H.G.H.,

 

I refer to your request of 2 November 2024. As consultations necessary to
make a decision on your request are such that a response cannot reasonably
be given within the original time limit, the University has extended the
time limit for your request under section 15A(1)(b) of the OIA. The new
maximum time limit for the University’s response is 20 December 2024; we
will respond to your request as soon as reasonably practicable.

 

You have the right to make a complaint to an Ombudsman if you are
dissatisfied with this extension.

Dear Farleigh Quinlivan,

The original maximum time frame for this request was the 29/11/24 which was extended to 20/12/24 as you noted that the university needed to consult various parties.

It is now well past the extended date. If the university does not provide a prompt response to my request I will be making a formal complaint to the ombudsman for a failure to adhere to the Official Information Act 1982 (OIA).

Dear H.G.H,

 

I refer to your request of 2 November 2024.  We apologise for the delay in
our response.  The University’s response follows:

 

“Can the university provide all communications and meeting minutes related
to determining MBChB fees for 2025”

“Can the university provide all communications and meeting minutes related
to the MBChB fee increase for 2025”
“Can the university provide a breakdown of why the fees have increased”

“Can the university provide their offical strategy for determining the
tuition fees for MBChB students”

 

We cannot provide ‘all communications’ related to determining MBChB fees
and MBChB fee increases for 2025 without substantial collation or
research. That part of your request has been framed very broadly and so it
is not possible for us to limit the scope of a search for this material to
a manageable number of staff. For example, it is possible that any staff
member in the Faculty of Medical and Health Sciences might have sent or
received an email that is related to the MBChB fees increase for 2025 in
some way. Accordingly, the University has refused this part of your
request under section 18(f) of the OIA. Neither extending the time limit,
imposing a charge, nor consulting with you would enable this part of your
request to be granted.

 

The University’s decision for determining domestic MBChB fees for 2025 is
recorded in the minutes of its Council meeting of 9 October 2024 at item
5.1. The approved minutes for this meeting did not exist on the date of
your request but are attached and are now publicly available here:

We have also attached the documents considered by Council for Item 5.1 –
being the Finance Committee Minutes (Part A) for 18.09.2024 and the Report
on Domestic Student Fees 2025 and International Student Fees 2026 – see
pages 29-63 of the Part A Council agenda papers. The reasons for Council’s
decisions on domestic tuition fees for 2025 are as set out in the minutes.

 

The University’s Finance Committee considered the Domestic Student Fees
2025 and International Student Fees 2026 as item number 11 at their
meeting of 18 September 2024. The public was excluded from this part of
the meeting under the Local Government Official Information and Meetings
Act 1987 for the reasons stated in the attached minutes for Part A of that
meeting. In response to your request, the University has reviewed the need
to withhold item number 11 from the Part B minutes of the Finance
Committee’s meeting of 18 September 2024 and decided to provide this
information to you.

 

You have the right to make a complaint to an Ombudsman if you are
dissatisfied with this response.
