Safety assessments for the Nor'West Arc Cycleway crossing of Annex Road

Dear Christchurch City Council,

CCC has been in negotiations with Kiwirail for several years relating to the Nor'west Arc cycleway crossing of Kiwirail's tracks at Annex Road. Council staff have made a high level estimate of $11 million to build a pedestrian overbridge at the crossing that is favoured by Kiwirail.

Please advise the following
- provide all of the safety assessment information and other information relating to the justification for a pedestrian overbridge at Annex Road
- whether Council staff have advocated reduce the width of the crossing and the railway traffic over it by changing the track geometry to reduce the number of tracks to 2 or 3.

On 10 November 2022, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):

 

CCC has been in negotiations with Kiwirail for several years relating to
the Nor'west Arc cycleway crossing of Kiwirail's tracks at Annex Road.
Council staff have made a high level estimate of $11 million to build a
pedestrian overbridge at the crossing that is favoured by Kiwirail.

Please advise the following
- provide all of the safety assessment information and other information
relating to the justification for a pedestrian overbridge at Annex Road
- whether Council staff have advocated reduce the width of the crossing
and the railway traffic over it by changing the track geometry to reduce
the number of tracks to 2 or 3.

 

We can confirm that Christchurch City Council staff have never advocated
for reducing the number of tracks.

 

Regarding the safety assessment information and other information relating
to the justification for a pedestrian overbridge at Annex Road, I can
confirm that we will be sending you this information. Unfortunately, much
of the work relating to this cycleway has been in collaboration with other
agencies, and while we had hoped that we would be able to get this to you
by today, we are still in the process of consultation.

 

We hope to have this with you in the next couple of days, or by 17
December 2024 at the latest.

 

You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to
