Hi,
In form INZ-1146 it says
"Have at least five years passed since:
• you supported or sponsored a principal applicant under Residence – Partnership instructions, or
• you were granted residence as a principal applicant under Residence – Partnership instructions, or
• you were granted residence under any other category, if you included a partner in that application, or
• you were granted residence as the secondary applicant partner under any other category?"
Can I please get a copy of any instructions / manuals that say whether the
"Have at least five years passed" in relation to "• you supported or sponsored a principal applicant under Residence – Partnership instructions, or" applies from the application date or the approval date of the first successful sponsorship application.

Can I please get a copy of any instructions / manuals that say whether the

I'm very disappointed with your response. The operation manual you pointed me to has the same language and does not (in any way) answer my question.

Thank you for your response below. Immigration instruction F2.10.10.a defines a New Zealand partner’s eligibility to support a residence class visa application under the Partnership Category. This instruction outlines that individuals must not have "acted as a partner" in the five years immediately preceding the date of the current application. Applicants are considered to have acted as a partner up until the date the previous residence application is decided. Therefore, the date the visa is granted (i.e. the issue date of a resident visa) is the date used to calculate the start of the five year stand down period when considering a New Zealand partner’s eligibility to support a Partnership Category residence class visa application.
