In our view, it would have been necessary under section 14 of the OIA to transfer your request to the Tertiary Education Commission (TEC) because the information you requested is held by that agency. However, we are aware that you have already made your request to the TEC, and therefore we have not transferred it. We do not hold any additional relevant information that is not already held by the TEC. You have the right to complain to the Ombudsman about this decision. Relevant information about how to make a complaint is available at www.ombudsman.parliament.nz or freephone 0800 802 602.'
