In the Listener last week on 18 Nov 2024 there was the following

“In May, Anahera Morehu, chief archivist at Archives New Zealand, issued a statement that the Te Maeatanga Digitisation Programme, which the government had funded since 2018, would end in June. The rationale was that, according to the government’s own accounting rules, an item that is digitalised is an asset and as such must be funded by capital investment.”

Could you provide more details about the government’s accounting rules that classify digitised material as an asset requiring capital investment? I am seeking an accountancy-focused explanation so that I can assess whether this classification might impact the digitization of material by other government agencies. Additionally, please clarify what is meant by "digitisation" in this context, including examples.
