Dear New Zealand Transport Agency,
I wish to know
(1)what is the enabling legislation which permits the issuance of pseudo driver licence?
(2) If there is no enabling legislation what is the legal basis for the issuance of pseudo driver licences?
(3) Can a pseudo driver licence be issued to a limited company?
(4)When did pseudo driver licences first come into existence?
(5)How many speed camera Infringement Notices have been issued since the inception of pseudo driver licences?
(6)How many speed camera Infringement Notices have been issued to limited companies by way of pseudo driver licences?
(7) How many speed camera Infringement Notices have been issued to individuals by way of pseudo driver licences?
(8)How many Infringement Notices, other than for speed camera offences. been issued both for limited companies and individuals, by way of pseudo driver licences?
(9) What is the total value of all Infringement Notices issued by way of pseudo driver licences?
(10)Going back quickly to (1) and (2) If there is no enabling legislation, are pseudo driver licences legal and if so, how are they legal?
(11) Why is there, apparently, no reference to pseudo driver licences either on your website or in the Land Transport Act 1998?

Partially transferring the request you made under the Official Information
Act 1982
Thank you for your email below requesting information under the Official
Information Act 1982 (the Act).
The information you have requested in questions 5-9 (highlighted below) is
more closely connected with the functions of NZ Police than with NZ
Transport Agency Waka Kotahi. Therefore, NZ Transport Agency is
transferring your request to NZ Police under section 14 of the Act.
The time limit for their response to you is 20 working days from 11
December 2024 so you can expect a response from NZ Police on or before 30
January 2025.
