Dear Christchurch City Council,
I would like to request for all the Citizenship Ceremony dates from December 2024 to December 2025.
I would also like to request what are the criteria and procedures for someone to attend a ceremony in a place that is not where they usually live. Is there any supporting document they need to provide?
For example, if someone needs to attend a ceremony in Auckland but they wish to attend the ceremony in Hamilton (because the Hamilton one is the earliest and they don’t get the Auckland one before their citizenship application lapse date), what he or she should do?

On 11 December 2024, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):
I would like to request for all the Citizenship Ceremony dates from
December 2024 to December 2025.
I would also like to request what are the criteria and procedures for
someone to attend a ceremony in a place that is not where they usually
live. Is there any supporting document they need to provide?
For example, if someone needs to attend a ceremony in Auckland but they
wish to attend the ceremony in Hamilton (because the Hamilton one is the
earliest and they don’t get the Auckland one before their citizenship
application lapse date), what he or she should do?
I can confirm that as of 12 December 2024, citizenship ceremonies have
been booked for the following dates:
o 6 February 2025 (Special Waitangi Day ceremony)
o 10 February 2025
o 3 March 2025
o 31 March 2025
Transfer of request
Please note that while Christchurch City Council organises the ceremonies
that occur in Christchurch, the Council is not responsible for allocating
candidates to ceremony dates. This is the decision of the Department of
Internal Affairs (DIA). Due to this we have transferred the following
sections of your LGOIMA request to the Department of Internal Affairs:
I would also like to request what are the criteria and procedures for
someone to attend a ceremony in a place that is not where they usually
live. Is there any supporting document they need to provide?
For example, if someone needs to attend a ceremony in Auckland but they
wish to attend the ceremony in Hamilton (because the Hamilton one is the
earliest and they don’t get the Auckland one before their citizenship
application lapse date), what he or she should do?
The DIA have accepted this transfer, and you should receive this
information from them within 20 working days. Please find attached the
formal transfer letter.
Please note that Ceremonies are by invitation only with invitations sent
to new citizens by the DIA. If you have any further queries regarding a
specific upcoming ceremony, these should be made to the DIA Citizenship
Ceremonies Office by email to [1][email address].
You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to

Publication of responses to LGOIMA requests
Please note: our LGOIMA responses may be published on the Christchurch
City Council website a month after they have been responded to, with
requesters’ personal details withheld. If you have any concerns about

On 12 December 2024, the Christchurch City Council (Council) advised you
of the transfer of the portion of your request for the criteria and
procedures for someone to attend a ceremony in a place that is not where
they usually live. Is there any supporting document they need to provide?
in accordance with section 12(b) of the Act, as the information requested
is not held by the Council, but is believed to be held by, and more
closely related to the functions of the Department of Internal Affairs.
I must advise, where information can be freely provided without the need
for collation or consultation, and the nature of the information does not
require considerations for withholding or refusal under the Official
Information Act (OIA), there is no need to action it as an OIA request.
After a discussion with our Ceremonies team, we have been advised that
there is no specific policy, and requests for applicants to attend a
ceremony in a place in which they do not usually live need to be
considered individually.
