I would like to request for all the Citizenship Ceremony dates for all city councils of North Island from December 2024 to December 2025.
I would also like to request what are the criteria and procedures for someone to attend a ceremony in a place that is not where they usually live. Is there any supporting document they need to provide?
For example, if someone needs to attend a ceremony in Auckland but they wish to attend the ceremony in Hamilton (because the Hamilton one is the earliest and they don’t get the Auckland one before their citizenship application lapse date), what he or she should do?

Apologies for the lack of consultation in this case! – the transfer pool
is very large here, and the Citizenship team confirmed the list of
councils that should be included. I am concerned that if I consult on
transfer, that I may struggle to reconcile the many replies in the few
working days remaining this year.

with the provisions of the Local Government Official Information and

It is noted however that the subject of your request refers to
“Citizenship Ceremony Dates for 2025 of entire North Island” – whereas
your request states “I would like to request for all the Citizenship

December 2025.” FNDC is a District Council rather than a City Council.
Please clarify, as soon as you are able, whether your query is specific to
‘City Councils’ only; or whether it also applies to District Councils,
including FNDC.

Citizenship Ceremony Dates for 2025. Your information request has been
processed on 16 December 2024 and passed on to the relevant team within
Council for a response. The Local Government Official Information and
Meetings Act 1987 (LGOIMA) requires that we advise you on whether Council
will provide the requested information as soon as reasonably practicable,
and no later than 20 working days after the day we receive your request.
Please note that there is a LGOIMA shut down period from the 20 December
to the 10 January, your response date shown takes this into account.
We will respond to you no later than Monday 3 February
Urgent requests
If you have asked for your request to be processed urgently, the team will
try to meet the date you have specified. However it may not always be
possible to meet your timeframe due to staff resourcing, and the size and
complexity of your request.
Fees & Charges
There is typically no charge, however the decision to charge will be made
at Hamilton City Council's discretion and in alignment with our [1]LGOIMA
Charging Policy. If there is a charge to be applied, Hamilton City Council
will notify you prior to incurring the charge. Our management policy
regarding charging is supported by the Ministry of Justice Charging
Guidelines for OIA requests.
You are entitled to 1 hour free and 20 pages of photocopying free of
charge. After that, charges of $38 per 30 minutes, and 20 cents per page
of photocopying applies. We may also recover any other actual costs, such
as special consultancy fees or other materials. This is set out in our
Fees & Charges Schedule [2]here.
Pro-active release of information
One of the key purposes of LGOIMA is to make information more freely
available, which promotes good government and trust and confidence in
public services. Proactively releasing completed OIA requests that may be
of interest to the wider public can help reduce the need for individuals
to make requests for information and it can reduce the work for Council in
responding to requests. Before publishing information personal and other
identifying details are redacted. Generally, where a request relates to a
narrow topic, these requests won't be published. You can search previous

COVID-19
There may be delays to OIA responses due to COVID-19 and other seasonal

Act 1987 (LGOIMA), under which Council must communicate a decision within
20 working days. We have processed your request as quickly as possible,
and I am pleased to be able to respond to you today.
Request
Your request was phrased as follows:
“I would like to request for all the Citizenship Ceremony dates for all
city councils of North Island from December 2024 to December 2025.
I would also like to request what are the criteria and procedures for
someone to attend a ceremony in a place that is not where they usually
live. Is there any supporting document they need to provide?
For example, if someone needs to attend a ceremony in Auckland but they
wish to attend the ceremony in Hamilton (because the Hamilton one is the
earliest and they don’t get the Auckland one before their citizenship
application lapse date), what he or she should do?”
Decision
Council’s decision is to release the information you have requested. The
information is attached:
The Department of Internal Affairs, Citizenship Ceremonies, are
responsible for allocating people to a ceremony. If a person requests
that they attend a ceremony in an area outside of where they live, the DIA
contact the Council in the area requested and ask for permission to
allocate them to the requested ceremony. This has happened for some
ceremonies in 2024 and provided we have room in the venue we accept the
request.
For any further information regarding the process of allocating the person
to a ceremony, and the dates of all ceremonies in NZ from December 2024 to
December 2025, the request should be referred to
citizenshipceremonies.dia.govt.nz. Attached are the dates for ours for
2025. No ceremonies are held here in December and January,

information about our planned Citizenship Ceremony dates for 2025. We had
sought clarification from you whether you were interested in dates for
District Councils, as your request was specific to City Councils, however
are responding anyway.
Our officer that organises the Citizenship Ceremonies in conjunction with
the Department of Internal Affairs advises that our Citizenship Ceremony
dates are not set in advance for the coming year.
A citizenship ceremony is arranged when we are advised that there are
sufficient numbers to justify holding a ceremony. There are usually two
to three ceremonies in a year.

which has been transferred to Rotorua Lakes Council from DIA,
specifically:
I would like to request all the Citizenship Ceremony dates for all city
councils of North Island from December 2024 to December 2025.
Rotorua Lakes Council did not have a Citizenship Ceremony in December
2024. Following are the scheduled dates for Citizenship Ceremonies for
2025:
o 27 February 2025
o 27 March 2025
o 29 April 2025
o 29 May 2025
o 26 June 2025
o 24 July 2025
o 28 August 2025
No ceremonies are scheduled after August due to the local government
elections being held in October 2025.
