Under section 15(1) of the Act, we are required to make and inform you of
our decision on your request as soon as reasonably practicable and in any

are needed due to the potential workload and/or consultations involved in

(the Ministry) requesting the following information:
1. Please provide me with the annual budget and expenditure for the
Ministry’s Positive Behaviour for Learning (PB4L) programme, as far
back as records permit.
2. Please provide me with a further budget breakdown, outlining the
annual budget and expenditure for PB4L’s restorative practice
programme, as far back as records permit.
Your request has been considered under the Official Information Act 1982
(the Act).
Positive Behaviour for Learning (PB4L) suite of initiatives is a
systematised approach to building a positive school culture. The suite is
extensive and includes universal whole-school change initiates, targeted
group programmes and individual students services. Restorative Practice is
a component of the initiatives.
The Ministry has reviewed its records, and to provide the information you
seek at part one of your request, would require manual review and
substantial collation of a large number of records for each initiative
under PB4L, exceeding the past ten years. As such, it is likely that part
one of your request, as it currently stands, would be refused under
section 18(f) of the Act, as the information requested cannot be made
available without substantial collation or research.
In the hope that we may be able to avoid refusing part one of your
request, we would be grateful if you could specify which programme(s)
within the PB4L initiative you are interested in and also by narrowing the
timeframe of your request.
We would also appreciate it if you could narrow the timeframe of part two
of your request, to make this more manageable for the Ministry.
If you could please provide us with a response by close of business 31
January 2025, that would be much appreciated.

Please provide me with the overall PB4L budget per annum, as I imagine that should be relatively easy to ascertain.
In terms of the line items, I am interested specifically in the restorative practice training provision provided to schools. Could you please provide me with the amount spent on school level RP training per year?
